- Audit ServicesThe Audit Services Department performs an independent appraisal function designed to examine and evaluate activities within the city as a service to management, the Audit Services Oversight Committee, and elected officials.
- Budget & Management ServicesThe Budget and Management Services Department is responsible for the development and oversight of the city’s annual budget and Capital Improvement Program (CIP).
- City Attorney's OfficeAppointed by City Council, the City Attorney is the lead attorney for the city, providing legal counsel and representation to the City Council, City Manager, city government departments and city-appointed boards and commissions.
- City Clerk's OfficeAppointed by City Council, the City Clerk is responsible for recording and maintaining all official actions, meetings and records of the City Council.
- City Manager's OfficeThe Office of the City Manager is responsible for the administration of all city activities and services, primarily overseeing day-to-day functions and long range planning for the organization.
- City-County Emergency Management (Alert Durham)The City-County Emergency Management Department (Alert Durham) coordinates emergency response and recovery activity during accidents and disasters.
- City-County InspectionsThe City-County Inspections Department administers and enforces the North Carolina State Building Code and the zoning ordinances for both the City and County of Durham.
- City-County PlanningThe Durham City-County Planning Department is the planning agency for the City and County of Durham. The department works with the community to develop long-range and special area plans containing policies to direct growth.
- CommunicationsThe Communications Department communicates the City’s activities, services, and events, and is the official contact for the news. Formerly the Office of Public Affairs.
- Community DevelopmentThe Community Development Department is responsible for coordinating the city’s community development and neighborhood stabilization and revitalization efforts including financial empowerment and home retention, affordable housing, and homelessness services programs.
- Community SafetyThe Community Safety Department exists to bring people together – across agencies and neighborhoods – to reimagine what public safety can look like and what additional investments we can make to increase our shared sense of safety and security in Durham.

- Emergency CommunicationsThe Durham Emergency Communications Center is the primary public safety answering point for the City and County of Durham. Guided by the City’s Strategic Plan, the center helps to ensure that Durham is a safe and secure community by providing around-the-clock 911 access and services to the residents and user agencies in and around Durham County.

- FinanceThe Finance Department assists the City Council, City Manager and City Departments with the management of financial resources and activities including debt and cash management, payroll, vendor payment, financial reporting, purchasing, general billing and revenue collection. Finance staff also coordinate risk management and safety activities including claims administration and employee safety programs.
- FireThe City of Durham Fire Department is staffed with more than 400 employees in 19 stations to serve residents and visitors of Durham.
- Fleet ManagementThe Fleet Management Department is responsible for all services related to the City of Durham's vehicles, equipment and fueling operations.

- Office on YouthThe Office on Youth celebrates the brilliance of young people in Durham. We’re an intergenerational team, nurturing spaces of belonging where young people ages 13-24 can dream and co-create a Durham that represents them. The Office on Youth is a Division in the City Manager’s Office and home to the Changed by Youth Ambassadors and Durham Youth Leadership Fund.

- PoliceThe Durham Police Department is responsible for protecting and safeguarding the lives and property of Durham residents through enforcement of criminal laws and safety education.
- Public WorksPublic Works provides a wide range of services, including street maintenance, engineering design, development review and stormwater quality and infrastructure maintenance. The department plans and executes the city’s winter weather and natural disaster plans.
- Solid Waste ManagementThe Solid Waste Management Department partners with the community to provide exceptional customer service and outstanding waste collection, recycling, and disposal services in a safe, efficient, cost effective, and environmentally sound manner.
- Technology SolutionsThe Department of Technology Solutions aligns the city’s information technology infrastructure and systems to the business needs of the city’s departments.
- TransportationThe Department of Transportation is responsible for a broad range of transportation services, which include traffic signs and signals, transportation planning, parking operations, street lighting, taxicab administration and bicycle and pedestrian planning.
- Water ManagementThe Department of Water Management has more than 300 dedicated employees that provide an adequate supply of safe drinking water to customers and visitors of Durham.
